Parcelling of a plot in a detailed plan area
In the detailed plan area, construction sites are divided into plots. A prerequisite for a building permit in the detailed plan area is that the construction site has been entered in the property register as a plot. Parcelling is initiated on the basis of an application or a completed title registration of a parcel. The owner must have a registration of title to the properties or parcels that form the plot. The plot parcelling fee depends on the size of the plot. If the area of an old farm or plot is the same as the area of the plot according to the plot subdivision, the plot may be registered without any work in the field by the property register keeper’s decision. In Joutseno, Ylämaa and Nuijamaa, parcelling is carried out by the National Land Survey of Finland, with the exception of areas where plan changes have been made after the municipal mergers.

Instructions
The parcelling of the plot is initiated automatically on the basis of a completed title registration of a parcel. In other cases, the landowner applies for a cadastral procedure. The procedure can be applied for electronically via the online service or using a printable form, which can be requested from the property formation services.
