Traffic control device on a private road

The party responsible for the maintenance of the road may, with the consent of the city, place a permanent traffic control device on a private road. The party responsible for the maintenance of the road usually refers to an organised road management association in accordance with the Private Road Act, and a traffic control device refers to, for example, a traffic sign or a barrier.

Instructions

Agree with road users

• The general meeting of the road maintenance association decides on the placing of a permanent traffic control device on a private road. • If a road maintenance association has not been established, all parties responsible for road management must sign the application.

Submit an informal application to the city

• The application must include the contact details of the road maintenance association and the applicant as well as the names of the roads belonging to the road maintenance association. • Deliver the application to the City of Lappeenranta Registry Office. The street address of the Registry and the mailing information for the application can be found under the Registry Office’s service location on this website. • In the free-form application, explain which traffic control devices are to be placed on the private road and why.

Attach the necessary documents to the application

• Map attachment where you mark the planned location of the traffic control device • Copy of the minutes of the meeting, indicating the favourable opinion of the meeting of the road maintenance association on the installation of the traffic control device.

• In its consent, the city assesses that the traffic control device has the correct content and is appropriate for the use of the road. If necessary, the city will ask the police, the ELY Centre or the Rescue Department for a statement on the installation of the traffic control device.

Submit a notification of a traffic control device for a private road

• Provide information about permanent traffic control devices to the national road register (Digiroad).

Organise the maintenance of the traffic control device

• The road management association or the parties responsible for road management are responsible for the installation and maintenance of the traffic control device. The applicant is also responsible for ensuring that the traffic control device is correct and up to date, even if the circumstances or situations change.
