The Lappeenranta detailed shore plan is mainly intended for steering the building of holiday homes in shore areas. The landowner is responsible for the preparation of the detailed shore plan. The city steers the detailed shore planning process as with other local detailed plans. The detailed shore plan includes a map, a report and a participation and assessment scheme. The City Development Committee, City Board or City Council approves the plan.
The detailed shore plan takes into account nature conservation, landscape values, recreational needs, water protection and the organisation of water supply. The detailed shore plan sets out detailed provisions on the arrangement of holiday homes and other land use in the shore area. The detailed shore plan defines the approximate placements of blocks and plots, building rights, uses and transport connections in the area. You can share your opinion on these things.
Requirements
You can influence a draft plan when the draft plan is presented in public, and you can influence a plan proposal when the plan proposal is presented in public. Submit your opinion in writing to the City Registry Office. You can appeal against a decision during the appeal period after the decision has been made public.
All parties whose lives or interests are affected by detailed shore planning have the right to take part and have a say in the process.

Landowners may take charge of drawing up a proposal for the detailed shore plan of the shore areas that they own. Drawing up detailed plans for shore areas is the responsibility of the municipality. As a rule, buildings may not be constructed in shore zones of the sea or a body of water without a detailed shore plan or a local master plan that has been separately assigned as a basis for a building permit. Renovation and extension of existing buildings must also be in accordance with the plan.
