Stormwater refers to rainwater and meltwater that accumulates on the surface of the ground, on the roofs of buildings or other surfaces in a built-up area. A large amount of paved surface, for example roof surface or asphalted areas, increases the amount of stormwater.
The city of Lappeenranta is responsible for the overall management of stormwater in the urbanized area. The city owns the stormwater network, which includes, in addition to the stormwater sewer, various stormwater management and treatment structures, such as ditches, absorption and delay structures, and wetlands. The provisions of the chapter also apply to foundation drainage. The owner or occupier of the plot is responsible for the management of storm water and foundation drainage water for his own plot.
