Notification of experimental activities in accordance with the Environmental Protection Act
Experimental activities refer to short-term activities for the purpose of testing new technology, raw material, fuel, manufacturing or combustion method or cleaning equipment. Experimental activities may also include the treatment of waste in a plant or otherwise professionally in order to investigate the impacts, usefulness or similar aspects of such activities. You must notify the permit authority of experimental activities in accordance with the Environmental Protection Act. Submit the notification no later than 30 days before commencing experimental activities.
Requirements
Submit the notification to a permit authority no later than 30 days before commencing operations.
If a trader has established their business in another country within the European Economic Area and intends to provide their services temporarily in Finland, the trader is subject to the same obligations as all other traders established in Finland.

The fee is based on the environmental protection authority’s rates.
Service background and legislation
A company or other operator undertaking experimental activities has the obligation to submit a notification of the activity at least 30 days before the activity begins. The notification must be submitted to the authority that also grants the permits related to the activity. Experimental activities are often related to the preparation of an investment in environmental protection or testing its technical implementation. It may be, for example, use of new replacement chemicals or use of waste as a raw material.
The notification must state the nature of the experimental activity, how long it will take, what raw materials will be used, what kind of emissions may be generated, what measurement methods these will require and what the impact of the experimental activities will be on the environment. The notifier must also inform the authority of the planned environmental protection measures.
If the experimental activity may cause pollution of a water body or the unreasonable stress referred to in the Act on Neighbour Relationships, an environmental permit must be applied for the activity.
