Property formation in a detailed plan area
Property formation refers to procedures, decisions and actions that maintain the system of environmental division of real property and the property register. Different property formation procedures include parcelling of a plot, parcelling of a public area, easement proceedings that arrange usage rights, determination of the boundary and exchange of land.
The City of Lappeenranta maintains the property register of the detailed plan area, performs property formation tasks and draws up plot distributions in the detailed plan area. Cadastral procedures in Joutseno, Ylämaa and Nuijamaa are partly the responsibility of the National Land Survey of Finland.

The City of Lappeenranta confirms cadastral procedure- and plot subdivision-related payments with a separate decision by the decision-making body.
