Deviation from the basic education curriculum or curriculum objectives
If group-level support measures and individual support measures are not sufficient to support your child’s learning and school attendance, a deviation from the basic education syllabus or curriculum objectives may be considered. Deviation from the basic education syllabus or curriculum objectives can take place in three ways:
- progressing in studies by sets of objectives
- limiting the syllabus of a subject
- temporary exemption from completing the syllabus for health reasons. Deviation from the basic education syllabus or curriculum objectives involves restricting the pupil’s fundamental rights.
Progressing in studies by sets of objectives
Progressing by sets of objectives means that the pupil studies one or more subjects in accordance with an individual plan based on sets of objectives rather than the goals defined for each school year. Studying by sets of objectives allows either faster or slower progress in one or more subjects within the pupil’s own teaching group.
A pupil who progresses more slowly must have received group-level support measures and individual support measures before moving to studying by sets of objectives. Allowing a pupil progressing more slowly to study by sets of objectives requires an assessment of the need for support, a plan and a decision. Allowing a pupil progressing more quickly to study by sets of objectives requires a plan and a decision on progressing faster than their year group.
Limiting the syllabus of a subject
Limiting the syllabus of a subject means that the pupil does not complete the entire syllabus defined in the national core curriculum. This is done if, despite group-level support measures and individual support measures, the pupil is unable to achieve a passing grade in the basic education syllabus and curriculum objectives (fails to achieve a grade of 5 in the subject). Limiting the syllabus or curriculum objectives requires an assessment of the need for support, a plan and a decision.
If the syllabus or objectives of a subject have been limited, the pupil’s competence is assessed against the individual objectives. The assessment is verbal except for the final assessment. An asterisk () is added to the verbal assessment to indicate limitation. The final certificate will show a grade of 5 in the subject concerned.

Temporary exemption from completing the syllabus of a subject means a short and fixed period of non-participation in teaching for health reasons. The exemption may concern lessons in a single subject each week for a maximum of four months.
