Applying for private road allowance 2023
The application period for private road allowances in 2023 has ended.
Preparing the application
• See the granting criteria for private road allowances under attachments and additional information links on this website. • Report the contact information of your road maintenance association to the National Land Survey of Finland’s private road register and the information on permanent traffic control equipment to Digiroad. • The road maintenance association must be active and comply with the Private Roads Act. • The maintenance and fundamental improvement allowance can be applied for once a year using the same form.

• It is also recommended to apply for a fundamental improvement allowance from the ELY Centre. • There is no lower limit to the size of improvement projects supported by the ELY Centre, but in practice, projects of less than €10,000 are rarely supported. • Primarily, the city assists those fundamental improvement projects of road maintenance associations that have received state aid from the ELY Centre.
In the application, clearly distinguish between maintenance and fundamental improvement
• Normal road maintenance, spreading chips or gravel, levelling, mowing or ploughing is not fundamental improvement. • Fundamental improvement allowance is granted on a discretionary basis, considering the number of applications, the urgency of the project, the amount of the allowance and the traffic importance of the road.
Appendices to the application
• When applying for the fundamental renovation allowance, attach to the application a map appendix or other sufficiently detailed description of the location of the project, a performance-based cost estimate and a work description.

When you have prepared all the information and attachments required for the application:
- Go to the online service via the link on this website.
- If you are unable to submit your application electronically, submit a paper application by post to City of Lappeenranta, Land property management, Registry Office, P.O. Box 38, 53101 Lappeenranta or in person to Lappeenranta City Hall, Customer Service Centre Winkki, 1st floor at Villimiehenkatu 1 (open Mon–Fri 8:30–16:00).
