The city is a central and multidisciplinary actor in comprehensive security within its area. It is responsible for several services that are essential to citizens’ everyday life and safety, including early childhood and basic education, land-use planning, street maintenance and winter upkeep, as well as overall management and communications related to services. The city also produces and maintains cultural and sports services as well as many service and business locations.

The goal of the city’s preparedness is to safeguard citizens’ well-being and ensure the continuity of services in all circumstances. Safety and well-being go hand in hand - strong well-being forms the foundation for safety, and a safe living environment, in turn, supports the well-being of citizens.

The city works in close and regular cooperation with authorities, the wellbeing services county, businesses, non-governmental organizations, and other regional stakeholders. Through this cooperation, preparedness and shared operational capacity are strengthened to promote comprehensive security across the entire region.
