Morning and afternoon activities in basic education
The morning and afternoon activities provided for in the Basic Education Act are intended for 1st and 2nd grade pupils as well as special-support pupils in all grades. At the moment, only afternoon activities are organised in Lappeenranta.
The social starting point for organising afternoon activities is to provide a safe growth environment for the child after the school day. The purpose of the activities is to support the child’s growth and development and to lay the foundations for good ways to spend one’s free time. In addition, the aim of the activities is to prevent the occurrence of risk factors related to the child’s unmonitored use of time and being alone.
Activities are organised on weekdays during the working year of basic education, mainly from 11.30 to 16.30. Activities are not organised during school holidays or Christmas or spring celebration days.
Participation in afternoon activities is subject to a participation fee. Children participating in the activities are offered a snack in the group, and medical care for any accidents during the activities is free of charge for the child.
In Lappeenranta, afternoon activities are organised both as the city’s own activity and as assisted activities.
Use the service
Requirements
You need to apply for a place in afternoon activities every school year. You also need to apply for a place in afternoon activities for special-support pupils. The application time starts at 1 April and the deadline for the 2024-2025 school year is 20 April 2024. The application is submitted online by selecting Applications and decisions -> Submit a new application -> Apply for afternoon activities. You can apply for afternoon activities at the Steiner School by sending an email to lpr.steinerkoulu@lprsteinerkoulu.net and for afternoon activities at the Finnish-Russian School of Eastern Finland using the Wilma system of the Finnish-Russian School of Eastern Finland.
You need to apply for a place in afternoon activities every school year in Wilma. You also need to apply for a place in afternoon activities for special-support pupils before the application deadline. The application period is in the spring of the previous school year. If there are places in afternoon activities left over, children can be admitted in the order of application even after the application deadline.
The Children and Youth Committee has decided that all special-support pupils who apply before the application deadline will be admitted into afternoon activities. If, after this, there are more applicants than there are free places, precedence will be given to 1st grade pupils and pupils who need the activities for a strong reason. Such reasons include a single-parent family, parents who work nights or potential problems connected to the child’s growth or development. If there are places in afternoon activities left over, children can be admitted in the order of application even after the application deadline.
You can apply for afternoon activities at all primary schools. The city has an agreement to provide afternoon activities to most schools. An afternoon activity group is formed at these schools when at least 12 children apply. If the number of children in a group falls below 8, the service provider may discontinue the activities starting from the beginning of the following month.
Morning and afternoon activities are intended for grade 1 and 2 pupils and pupils receiving special-needs support in all grades.
Instructions
The place in afternoon activities is applied for each school year in the spring of the previous school year. You can also apply for a place in afternoon activities for a pupil in a special-needs class. The application is submitted online. Decisions on admittance to afternoon activities are made by the Client Fee Secretary, tel. +358 40 634 1414/email: ph.maksupaatokset@lappeenranta.fi.
If a place in afternoon activities granted to a child is not needed, it must be terminated as soon as possible in Wilma. If the situation changes during the school year, the place in afternoon activities must be terminated in Wilma. Failure to use a place will not be interpreted as terminating the place.

Payment information
The fees for participating in afternoon activities in Lappeenranta are as follows: if the child’s need for service is more than 10 days/month, the fee is €110/month; if the child’s need for service is 1–10 days/month, the fee is €55/month.
Upon application, the fee may be reduced or waived. The application for change in payment must be submitted in Wilma at the latest during the month from the beginning of which the reduction or waiver of the fee is applied for.
Service background and legislation
Grade 1 and 2 pupils as well as pupils receiving special-needs support in all grades may apply for morning and afternoon activities in basic education. Morning and afternoon activities can be provided on working days mainly between 7.00 and 17.00.
The objective of the activities is to support children’s growth and development, promote their well-being and equality, prevent exclusion and reinforce inclusion.
The municipality is responsible for the morning and afternoon activities as a whole. It may organise the activities itself or together with other municipalities, or outsource the services to NGOs, communities and companies. The monthly fees collected for morning and afternoon activities are at the discretion of the municipality. However, the municipality has no obligation to organise these activities.
The school’s club activities or basic education in the arts may also be a child’s morning or afternoon activities.
The municipality and the wellbeing services county organise morning and afternoon activities for children with disabilities as interface cooperation.
